Division Project and Activity Plans (DPAs)
Definition
A Division Project and Activity Plan is a Division and Area Yearly Plan that shall define all known projects and activities occurring during the State Fiscal Year (July 1 - June 30). Unplanned (e.g., a new Forest Management Plan) or opportunistic activities (e.g., Insect & Disease site visits) will be added as opportunities come up.
Purpose:
To capture known planned projects and activities for Divisions and Areas as part of the annual work planning cycle. Information can be exported to create individual work plans if so desired.
Provides the link to the desktop and mobile GeoTracks Applications.
To assist with planned program reporting needs.
Who Creates DPA Plans in GeoTracks?
For Forestry Services: Area Manager is responsible for creating DPA and initiating work-planning efforts for the coming year. Supervisory Foresters and designated staff are responsible for adding initial projects and activities.
For All Other Divisions: Appropriate Division Manager is responsible for creating DPA and initiating work-planning efforts for the coming FY. Appropriate Division staff are responsible for adding initial projects and activities. A Division DPA should only be used for projects or activities that are conducted directly by that Division.
For example, Project Learning Tree Workshops hosted by Communications and Communities (C&C) staff can be entered into a C&C DPA by the Conservation and Youth Education Specialist.
Timeline for creating DPA Plans and adding known projects and activities:
November 1 - DPA Plans should be initiated for the upcoming State Fiscal Year (July 1- June 30) due to planning requirement timelines with several partners.
February 1 – All known planned projects and activities for the upcoming Fiscal Year (July 1- June 30) are entered into appropriate DPA Plans by this day.
December 15: Partners including the State Land Board (SLB) and Denver Water (DW) require work plans on a calendar year so known projects and activities for these programs should be entered by December 15.
February 2 – June 30 – projects and activities that arise outside the planning period should be added to the appropriate DPA by the responsible forester or Division staff who oversees the project or activity. As new projects and activities are planned they should be entered in the Planner Application and assigned to a DPA. Activities may also be created in the GeoTracks Web Application and assigned to a DPA.
Staff Responsibilities for Entering Projects into Existing DPAs
SFA WUI, CAFA, LSR grants (federal grants)
For projects the CSFS is administering (non-pass-through grants) the Field Office staff add the grant project to the DPA when they receive the Project Award Notification.
For non-CSFS administered projects (pass-through grants) the FP&I Program Specialist will add the project to the appropriate DPA
All completed activities for both CSFS administered (non-pass-through) and non-CSFS administered (pass-through) grant projects will be entered by appropriate Field Office staff. Data should be entered into the GeoTracks Web or Mobile Application, assigned to the appropriate DPA and Project and should include shapefiles and activity details such as primary treatment, treatment method, slash treatment method, etc.
Staff responsible for adding activities to the GeoTracks Web or Mobile Application for CSFS administered and non-CSFS administered grant projects will be the following:
The CSFS Project Administrator or forester responsible for contract administration will enter activities (including spatial data and activity details) in the GeoTracks Web or Mobile Application at the time they are completed.
The CSFS Forester responsible for assisting grant recipient and conducting project inspections will enter activities (including spatial data and activity details) for activities in the GeoTracks Web or Mobile Application when they receive grant reimbursement requests.
FRWRM grants
FRWRM grants are primarily non-CSFS administered projects (pass-through grants). The FP&I Program Specialist will add all the projects (non-CSFS administered and CSFS administered) in the Planner Application to the appropriate DPA plans for all FRWRM grants.
All completed activities for both CSFS administered (non-pass-through) and non-CSFS administered (pass-through) grant projects will be entered by appropriate Field Office staff. Data should be entered into the GeoTracks Web or Mobile Application, assigned to the appropriate DPA and Project and should include shapefiles and activity details such as primary treatment, treatment method, slash treatment method, etc.
Staff responsible for adding activities to GeoTracks Web or Mobile Applications for CSFS administered and non-CSFS administered grant projects will be the following:

Project monitoring information will be entered by the Monitoring Program Lead under the Forest Management activities in the GeoTracks Web or Mobile Application.
Incentives for Local Governments (ILG) grants
ILG grants are non-CSFS administered projects (pass-through grants). The FP&I Program Specialist will add the project to the appropriate DPA.
All completed activities for ILG grant projects will be entered by the FP&I Program Specialist. Data should be entered into the GeoTracks Web or Mobile Application, assigned to the appropriate DPA and Project and should include shapefiles and activity details such as primary treatment, treatment method, slash treatment method, etc.
Denver Water Annual Work Plan (projects/activities for calendar year)
Enter projects planned for the upcoming calendar year in the DPA by December 15 so the Program Specialist can build the DW work plan in January. You also must go into GeoTracks Web or Mobile Application and add detailed Activity information for all known projects and planned activities.
The Program Specialist will build a work plan report in January for approval by Denver Water.
SLB Annual Work Plan (projects/activities for calendar year)
Forestry Services staff should enter all proposed projects for the upcoming calendar year in the DPA by December 15 so the Program Specialist can build the SLB work plan in January. You also must go into GeoTracks Web or Mobile Application and add detailed Activity information for all known projects and planned activities.
All proposed Forest Management Treatments activities must include estimated product volume and value.
The Program Specialist will build a work plan report in January for approval by the SLB.
Forest Ag (projects)
All Forest Ag participants should be created as a Project in the appropriate DPA by Foresters responsible for the Forest Ag program.
The first year of utilizing the Planner and GeoTracks applications will require manual entry in the Planner for all Forest Ag Projects (i.e., landowners) by Feb. 1 for the upcoming FY work plan. An option to copy and move the Forest Ag projects list to future years will be available.
The planned activities should include a Landowner Assist (activity category) for Forest Ag Inspection (activity type) and any other known planned activities for the upcoming FY.
Every Forest Ag Project should have a Forest Management Plan (activity type) entered into the GeoTracks Web or Mobile Application that includes shapefiles and activity details including plan approval date, plan length, forested acres, etc.
